Data centersChecklist · site selection

Data center site selection is a document problem

Data center site selection is a sequential filter, not a scorecard. A Stage 1 packet is exclusive site control plus a large-load or interconnection filing plus deposits. Power path first: existing service, a confirmed expansion, an executed interconnection agreement (IA), or permitted behind-the-meter (BTM) generation. Then control. Then entitlements, fiber, water, flood, minerals, and community.

Queued capacity is not powered land.

A will-serve letter is not an interconnection agreement.

Those two mix-ups are how a Stage 0 option gets priced like contracted megawatts.

Site readiness (definition). A data-center site is ready at a named stage when the artifacts for that stage are in the folder, current, and assignable.

Stage 1 is exclusive site control plus a large-load or interconnection filing plus deposits. Stage 3 is an executed IA or a permitted BTM package, plus a CUP or rezoning whose appeal window has closed.

A flyer with a substation overlay is Stage 0.

What documents do I need to sell a Stage 1 data center site?

Stage 1 packet (minimum): exclusive site control (option / PSA / ground lease / deed) plus a large-load or interconnection filing plus deposit receipts plus assignability language plus a Phase I when it exists.

Not Stage 1: CUP closed, executed IA, or “500 MW available” with no paper.

The rest of this page is the data center requirements checklist a first-time sponsor can use to tell Stage 1 from Stage 3 in one sitting.

The definition is on the powered-land page: queued is not powered land. A will-serve letter is not an IA. The power labels and the three tests live on that page.

Data center site selection criteria

Data center site selection criteria are the documents that survive a buyer’s underwrite, in this order: power, site control, zoning, fiber, water, flood, minerals, community.

A weighted score that puts acre price next to megawatts is how Stage 0 parcels get sold as Stage 3. If the interconnection clock misses the fund window and there is no permitted BTM path, the rest of the score does not matter.

Power is the filter, not a weight. Google’s Marsden Hanna said in January 2026 that utilities in many markets were quoting four to ten years to interconnect, and that one utility quoted twelve years just to study the request. A four-to-ten-year study clock is a schedule risk. It is not a land value.

Stage 1 versus Stage 3

A first-time sponsor should be able to tell these two folders apart after one read. If you cannot, you are not ready to price the dirt. Buyers underwrite megawatts and documents, not a national acre formula. See how much data centers pay for land. Acreage itself is how much land data centers need.

The packet is 15-60 files

Stage 1 is 15-60 files, not a Datasite room. You do not need a thousand-document VDR to prove an option and a queue deposit. You need the pages a buyer will underwrite, named, current, and not contradicted by a later letter.

Typical Stage 1 stack:

  • A1: option / PSA / ground lease / deed, term, and assignment clause
  • P3: queue or large-load application, queue ID, MW requested, study status, deposit receipts, assignability language
  • E3: Phase I ESA
  • A3: ALTA survey when you have it
  • P1: the desktop memo, clearly labeled not bankable
  • Title commitment and the easement map

Typical Stage 3 stack adds:

  • P6: the signed IA or firm-service agreement, or P8 the BTM permit set
  • E2: CUP / rezoning plus proof the appeal window closed
  • F2: carrier letters and the diverse route plan
  • P7: CIAC / upgrade cost letter when the utility has issued one

Colliers (2026) put large-load deposits in a $25 million to $75 million band in primary markets, often non-refundable until connectivity. That is why Stage 1 is a real packet and not a PDF flyer. It is also why most queue filings never become campuses: the deposit is optional money until someone writes the IA.

The flyer is not confidential. The APN, the option price, and the IA are. Put those in a room.

Who buys at each stage

Do not promise a hyperscaler will buy Stage 0 or Stage 1. The buyer map for an option plus a queue filing is who buys an option + queue.

Plug Power sold 66 acres plus 164 MW of grid interconnection assets to Stream Data Centers in Young County, Texas, in July 2026 for up to $76.5 million: $50 million at closing, and up to $26.5 million more when the final IA confirmed MW. The earnout is the taxonomy. Even a sophisticated buyer withheld the last third until P6, not P3, spoke.

Data center land requirements that fail after you sign

These are the common fails that look like Stage 3 on a flyer.

Non-assignable queueA transferable Stage 1 packageP3 that dies or resets when the applicant changes. Read the tariff.
BTM renderingBTM permittedBTM claimed. No air permit, no fuel, no slots.

Neighbor's loadExistingProximity to a plant or a substation is a desktop overlay (Desktop only).

ERCOT told the Texas Senate in July 2026 it was tracking about 474 GW of large-load interconnection requests, about 90 percent data centers. A public cut of ERCOT’s Large Load Working Group file in June 2026 showed 5.7 GW energized against hundreds of GW with no studies submitted. PJM and MISO run the same pattern on the generation side of interconnection queue, which is why those operator sites steal the generic query. A data-center site lives on the load side: offtake at a substation, not injection from a solar farm.

If the folder is Stage 1, say Stage 1. If it is Stage 3, the IA or the air permit should be in the room, not described on the flyer.

See will-serve vs interconnection agreement for the queue paper, and how much data centers pay for land for why Stage 1 is not priced like Stage 3.

FAQ

What documents do I need to sell a Stage 1 data center site?

Exclusive site control (option, PSA, ground lease, or deed) plus a large-load or interconnection filing, deposit receipts, and assignability language.

Add a Phase I ESA when it exists.

A will-serve letter is not enough. A deed with a substation overlay and no filing is Stage 0.

What are data center site selection criteria?

Power path, exclusive site control, zoning that survived appeal, diverse fiber, water, flood, minerals, and community risk, in that order.

Power is a filter, not a weight on a scorecard.

Queued capacity is not powered land, and a will-serve letter is not an interconnection agreement.

Does a bigger parcel make a data-center site more ready?

No. Acres are not a stage.

A 1,700-acre assemblage next to nuclear can still be Stage 1 if the folder is an option plus a queue filing.

The hall, the switchyard, and later phases are different jobs on the same fence line.

What is in a Stage 1 data center site packet?

Exclusive site control (A1), the queue or large-load application plus proof of deposit (P3), and a Phase I ESA (E3).

Often an ALTA survey (A3).

That is 15-60 files, not a Datasite room.

A will-serve letter (P5) may sit in the same folder and still not make it Stage 3.

Who buys a site that only has an option and a queue filing?

Assemblers, and specialist developers at a discount if the queue position is assignable.

Infra PE, neoclouds, and hyperscaler diligence teams buy Stage 3: an executed IA or a permitted BTM package.

A first-time sponsor should not expect a hyperscaler to close Stage 1.

How do I tell Stage 1 from Stage 3?

Stage 1 is A1 plus P3.

Stage 3 is P6 or P8, plus E2, plus F2.

If the newest utility paper is a will-serve or an LOA, you are not at Stage 3.

Is a will-serve letter enough to call a site ready?

No.

A will-serve letter is P5, a utility comfort letter.

An interconnection agreement is P6, the contract: megawatts, point of interconnection, upgrades, deposits, CIAC, and a schedule.

Buyers fund the second.

Do fiber and water come before power in data center site selection?

No.

Fiber (F2) and water rights matter, and they kill deals, but they are not the first filter.

If the power path is a queue filing with a four-to-ten-year study clock and no permitted BTM, the site fails before carrier letters get read.

What data center land requirements fail after the option is signed?

An expired or non-exclusive option, a queue that is not assignable, a CUP still in appeal, a BTM slide with no air permit, and a will-serve letter treated as an IA.

Those are the usual ways a Stage 1 folder gets shopped as Stage 3.

If the files are already in a folder, grade which row they are on. Cashpian is a gated room for that packet. It is not a listing portal. It does not sell land or transfer queue positions.

The packet, not the flyer

Put the files in a room before you price the dirt.
